     Responsible for conception, technical oversight, and management of a diverse portfolio of cutting-edge research and development programs in applied neuroscience and biomedical engineering. Duties include: o Establishing strategies, priorities and requirements for the portfolio and its constituent projects; o Organizing and leading teams of scientists and engineers within the Applied Physics Laboratory, partners at national and international academic institutions, and commercial subcontractors; o Managing grants and contracts, including oversight of budgets, human and physical resources, subcontracts, and interaction with sponsors, stakeholders, and contracting officers at federal agencies; o Capturing new business through social networking, identifying opportunities, and writing proposals; and o Communicating research outcomes, programmatic status, and administrative updates to technical and non-technical audiences including the media, sponsors, customers, stakeholders, direct supervisors and upper management, and national and international scientific and engineering communities.  Oversee a $7.5M annual operating budget for a portfolio of approximately ten projects, which employs over 30 technical staff members ranging from junior research assistants to senior scientists and subject matter experts, plus administrative staff for program and financial management.  Interact with current and future (potential) sponsors at the Defense Advanced Research Projects Agency, the Intelligence Advanced Research Projects Agency, the National Security Agency (Research Directorate), the Office of Naval Research, the Office of Naval Intelligence, and the National Institutes of Health.

     Design quantitative trading strategies for futures contracts based on neural signal processing algorithms and work with a team of software and financial engineers to create a fully-systematic investable fund using this technology. o Focus on machine learning and pattern recognition-based approaches. o Utilize robust and dynamic algorithm generation processes that prevent overfitting and staling. o Integrate state-of-the-art mathematics from diverse academic fields. o Concentrate on downside protection: seven consecutive years of positive returns (every year since inception) with average annual returns of approximately 9%.  Contribute to business management and marketing strategies.  Represent firm at industry meetings and conferences.  Solicit and raise funds from individual and institutional investors.
