I coordinated the ICT area in the Brazilian Productive Development Policy (The macro-goals, or National-Goals, the increase of the Gross fixed capital formation, private spending in R&D, expanding the participation of Brazilian exports in international trade, and increasing the exporting activity of Microcompanies and Smaller Companies). Managed a national program for exporting software and IT services in Brazil, together with the Brazilian Export Agency (APEX-BRAZIL). Building programs geared to the degree of maturity for local companies exporting IT: evaluated from SMEs in need of export consortia, even large companies that relied on brand positioning national IT. Participation in several international meetings, working groups and Trade Missions in countries like Angola, Mozambique, South Africa, Ghana, Nigeria, Cameroon, Equatorial Guinea, Egypt, Libya, Morocco, Tunisia, Algeria, Iran, Lebanon, Uzbekistan, Kazakhstan, Turkey, Panama, Peru and Venezuela. Board Member of CI-Brazil Program: Program for the development of human resources in the field of microelectronics, launched along with the National Policy of Microelectronics (PNM).

The Telecommunications Services Index (IST) was created in 2005 in response to the Brazilian population demand about a new price index specific to Brazilian telecommunication market. Provided intellectual leadership and actively support the consolidation of the Weighted Average Cost of Capital (WACC) to Brazilian telecommunications sector (Economist in charge).
